Lynchburg, VA Police Dept. issues RFP for police recruitment, marketing services

Scope of Work: The Lynchburg Police Department (LPD) has issued a RFP for police recruitment and marketing services. Services requested include, but are not limited to:

  • Provide consultant services for the development, production, and execution of a recruitment and marketing plan that includes online, video, and print deliverables. The overall goal is to increase the number of qualified applicants applying to be police officers with the Lynchburg Police Department. The proposal should include provisions and cost projections for each component or phase of the proposed approach for service delivery. Prices furnished in each proposal shall be valid until June 30, 2024. The recommended plan should include the following considerations:
    • Communication with the hiring body to understand the needs of the organization, characteristics of the department, qualities of the City, and other information needed to develop a profile for recruitment efforts. (Conduct a kickoff meeting.)
    • Build upon the LPD’s current brand to develop policing specific recruitment branding and messaging, including brochures, videos, print design, job fair booth updates and design, etc.
    • Develop an online recruitment strategy and campaign, to include tools such as an integrated chat option where you can connect with a recruiter immediately for further information and other means of digital advertising.
    • Production of video, photography, virtual reality experiences, etc. to be used as part of an overall marketing strategy.
    • Determine strategic placement of traditional media, such as television, radio, and billboard ads.
    • Complete national, state, and local research to analyze job seeker statistics, market research, and identify outreach opportunities to increase the number of qualified applicants being reached through recruitment efforts.
    • Develop a tool to assist with tracking interested applicants, monthly recruiting campaigns, and visitors of online advertisements and recruitment initiatives.
