LA Dept of Health issues RFP for Russian media outreach campaign production

Due Date: March 22, 2021 (this is fast, but the RFP was just released Friday, March 12)

Scope of Work: The Eastern European Middle Eastern (EE/ME) Underserved Cultural Communities (UsCC) subcommittee was established under the Mental Health Services Act for the purpose of increasing mental health access and reducing disparities for the EE/ME Community that resides in the County of Los Angeles. The EE/ME UsCC subcommittee has identified the need for increased awareness and knowledge of mental illness signs and symptoms as well as improved access to mental health services for the Russian community in Los Angeles County, particularly in Service Areas 2 and 5 where a high concentration of the Russian community members reside.

The Eastern European Middle Eastern (EE/ME) Russian Mental Health Media Outreach Campaign will reinforce that Los Angeles County Department of Mental Health (LACDMH) is here to support Russian community. It should be tailored to resonate with this community, reaching its members by using video-based content with culturally appropriate messages, distributed in the places where they already seek information and using visuals/design that complement LACDMH’s current public outreach efforts. The Campaign includes production and distribution of PSAs that will serve as the centerpiece of the engagement efforts. The selected Consultant is expected to have experience reaching the intended audiences and expertise in the specific outreach strategies being used to reach them.

The project will include two (2) components:

  • Component number one (1): TV and Radio Media Campaign
  • Component number two (2): Social Media Campaign.
